Судя по статье мр. Трамп вовсе не напорист по отношению к мр. Путину, а наоборот.
Думаю смысл выражения более прямой - тянуться вперед - вести себя "угождающе", дружелюбно, раболепствующе, наконец.
Если Президент Трамп будет вести себя с Президентом Путиным так же дружелюбно как обычно...

Hello all. FORWARD-LEANING means somewhat eager (at least not afraid) to take risks, to resort to aggression. It is used to express that a person by no means intends to be passive in a situation, but is also not a threat or assurance of violence or aggression - just being very open to it. However, I just read the original article and frankly I don't understand why the author used forward-leaning here. In previous paragraphs they kind of condemn Trump for taking Putin's word on other issues, then they print a quote saying that he's usually foward-leaning with him. Very confusing.
