Да, забыл. Возможно, именно потому, что в большинстве контекстов это синонимы (= объяснять свои действия).
Но вы правы. Если вопрос был "Чем вы занимаетесь?" ( а не почему), то отчитываться = перечислять, и justify не подходит.

Оправдываться - объяснять правоту, невиновность.
Отчитываться - давать отчёт, рассказывать что-то.
Согласна с Вами в той части, что иногда их значения пересекаются.
Это я собиралась написать до того, как Uly добавил перевод.

While отчитываться и оправдываться both sound defensive and their meanings somewhat overlap, your translations still look like they translate оправдываться rather than отчитываться. If you ask me, отчитываться is something along the line of “It’s none of your business whatever you’re asking me about me”.
