Regardless of the respective merits and drawbacks of the two systems, the juxtaposition of the Sapard and ISPA instruments contributes nothing towards the aim of unification.

Welche Vorzüge und Nachteile die beiden Systeme auch immer haben mögen — das Nebeneinanderbestehen der Instrumente SAP ARD und ISPA trägt jedenfalls nicht zu der angestrebten Vereinheitlichung bei.
