The Committee recommended optional legislation which would allow bands to opt out of the provisions of the Indian Act and manage their own moneys.

In the case of student assistance, the opting-out provisions in the Canada Student Loans Program have provided the desired flexibility for Quebec to implement its own student assistance program in lieu of the CSLP.
