Where a patent application document falls under any of the following circumstances, the administrative department for patent under the State Council shall not accept the application and shall notify the applicant accordingly:

Except there being other provisions by the State, if the imported materials under processing trade fall within import restrictions imposed by the State, the operating enterprise shall be exempted from submitting the import license to the customs;
