Whoever imports animals, animal products, plant seeds, seedlings or other propagating materials must submit an application in advance and go through the formalities for examination and approval of quarantine inspection.

输入动物、动物产品、植物种子、种苗及其他繁殖材料的，必须事先提出申请，办理检疫审批手续。

The term "seed" in this Law means the materials of crops and forest trees used for planting or propagation, including seed grains, fruits, roots, stems, seedlings, buds and leaves, etc.

本法所称种子，是指农作物和林木的种植材料或者繁殖材料，包括籽粒、果实和根、 莲、苗、芽、叶等。
