Alex, we don’t use this for things we need, but rather things that we like or are interested in. When we speak of things we need, we say “this sounds like JUST WHAT THE DOCTOR ORDERED.

Also, here I would say Похоже, это мне ПОнравится - someone just told him about something and he hasn’t tried it yet be he thinks he WILL like it when he does. That’s what this means.

Да, SOUNDS обозначает, что говорящий только что узнал об этом (т.е. кто-то ему об этом только что рассказал) и, соответственно, он его ещё не пробовал.
