The reason for that is the further increase in wholesale tariffs due to growing cost of energy produced by thermal power plants.

Out of 195 TW of electricity produced by Ukraine in 2007, about 90% was produced at the thermal and nuclear power plants (43% at thermal and 47% at nuclear plants) and 5.2% by the hydro power plants.
