"с какой стати" doesnt mean just "why", its used to emphasize a strong reluctance, unwillingless or astonishment.

"На кой" значит "зачем?", "для чего?"
Еще в 19-м веке "на кой" было нейтральным обычным выражением.

Сейчас "на кой" может использоваться
1. если мы хотим выразить иронию, скептицизм, сомнение:
-Я хочу купить ноутбук.
-На кой он тебе, ведь у тебя уже есть два?

2. если мы хотим сказать что, например, что-то нам совсем не нужно:
-Да на кой он мне нужен! = Мне он совсем не нужен.

-Поехали летом в Таиланд отдыхать?
-На кой мне Таиланд, что я там не видел? Я хочу в Крым.
Кажется, сейчас "на кой" чаще всего используется именно в этом значении.

3. если мы жалеем о сделанном:
- И на кой я пошел в то болото! Я там по пояс провалился.

That's how I see that. But the matter is that I have no idea how "на кой" is used in modern Russian. For me its smth archaic. Perhaps, its usual in some regions of Russia, and is not used in the others.
I even was thinking about asking someone else to explain its usage.

I think that кой derives from the same PIE root with Spanish/French "que", as well as qui, quoi

I dont know whether "на кой" is used somewhere in Russia cos I live in Ukraine, in that part of it where people speak mostly Ukrainian. I moved there from Russia some 20 yrs ago but I can say that I've never heard "на кой" in the region I used to live. I assume its used in some other regions.
