Please advise - "to who?" or "to whom?"...
Context - "To who / to whom should the report be submitted?"
I realize there may be differences between British and American English...

it is the same in modern english. who is conversational mostly, whom is a bit oudated but is used mostly in written form

In this case, there are no differences between American and British English, but rather a matter of usage. In both languages, the use of “whom“ is limited to very formal situations. As Tatiana correctly suggested, it would be most common to hear “who should the report to be submitted to?“ In modern English.

the reason why I'm asking is that because I won't use the full sentence on the slides but rather a list of questions, including "who?" (should submit the report) and "to who/whom?"; all other "wh" questions will be there too
so the questions will be on the slides and I will be voicing them too
