Irritated with a accusing tone would be Where the hell have YOU been?!

How do you ask this of someone who’s on foot?

Где ты шлялся? (обычно подразумевает человек пришёл пешком)
Где ты шатался? (обычно подразумевает человек пришёл пешком)
Где тебя носило? (тут может быть чел. пришёл пешком или приехал)

All the above is a little too straight forward with a hint of irritation/anger
Could be even rude with a certain tone. But also, can sound ok if used with people you know very well like the best buddies, brother, sister...

Аналогично, можно сказать и
Где ты шляешься/шатаешься/пропадаешь?
Где тебя носит?
