It means girls that you would have short affair while having a trip to a resort (usually by sea). Plenty of families during the summer/fall travel to different resorts (Black sea, Baltic sea, Egypt, Turkey, etc...) but sometimes men would go there without wives. While men like you and I wouldn't even look at other girls, some other men wouldn't mind having a short affair while there. (курортный роман). Those types of affairs usually have no obligation and men would come back to their families right after the vacation is over (unless it got serious). Hence there is a term "курортный роман". The wives would probably call those women "курортницы" with a hint of despise.
