почему evolve - перемена, никак не могу этот вариант употребления в словарях найти

Evolve - развиваться постепенно, эволюционировать. Т.е. в конечном счете, изменяться. Отсюда и перемена.
Пример.
These countries are evolving toward more democratic societies.

Evolving - можно перевести как "развиваются", но так же можно перевести как "эволюционируют", или "изменяются", хотя это уже не очень звучит на русском.

вполне возможно конечно. Но я привык что в словарях, в частности Лингво где у меня разные словари, там и этот вариант должен быть указан. Разные синонимы есть а этого нет. Как то это слово у меня ассоциируется не совсем с таким контекстом как в моем примере

My "Russian" version was just meant to give an idea of what this means. Basically, when there's a disconnect, two people don't quite see eye to eye on something - they're not quite on the same page. In this case, although Barr didn't directly say that he didn't agree with Mueller, during the course of the discussion, his tone made it sufficiently clear that they were not in agreement.

Yes, but a conditioned one. Let’s say that two proponents for legalizing marijuana were on the same panel for a show. The other two panel-members were against legalization. While the proponents are presenting their points, one of them says “..., which is why I have no problem with my eleven-year-old daughter smoking marijuana - as long as she does it in the house with her friends.” At that point, the other proponent looks at him and makes a face. He doesn’t want that comment to reflect on him, even though he’s for legalization. That would be considered a disconnect. We also have an expression in English: “that’s where we/you and I part ways” - meaning, I agree with you for the most part, except for THAT.
