мне кажется, что if it were but = если бы это было всего лишь

If it were but one chance in a thousand--or a million--I should do it

хотя, "всего лишь" и "только" - почти одно и то же.
Так что, не знаю.

In this case, the Ngram only tells you that “if only” appears more in books than the specific words that Grumbler used: “if it were but.” But the fact is that we do use “but“ like this. Especially in writing. An English speaker would read the sentence I wrote above and understand it the way you meant it.
