OUT is used for things that can be borrowed like books from the library or tools that can be rented, etc. For instance, if you're looking for a specific book and your go to the library and it's not there, the librarian will tell you that it's OUT at the moment. Someone has borrowed it.
ON LOAN means that someone is borrowing something. "I can't give you this book to read because I have it ON LOAN from my neighbor."
