You could ask “How did you happen to drop out of school?” but it sounds weird. Normally HOW DID YOU HAPPEN TO is used to talk about coincidences: How did you happen to learn Russian? (<- Your parents are Korean, you grew up in Ireland, and yet you speak perfect Russian)
