Похоже, автор решил выпендриться, а российские чиновники не долго думали. Хотя, требуется только общее понимание, а не точный перевод.

Gene splicing is taking DNA from one  gene and combining it with another. This person is saying that their child is so good at combining different cuisines, that if there was a cuisine gene, he could combine even something that small and complicated.

When you do something to perfection, you do it perfectly with no flaws.
