No, Vladislav, not after RECOMMEND. However, you could use SHOULD after THINK, FEEL, CONSIDER: We strongly FEEL that the US SHOULD consider... After RECOMMEND you either have (1) a noun object; or (2) a subjunctive verb phrase introduced by THAT.
