according to the English grammar, we should say “shall we go...?”. “shall” is a first person future tense auxiliary verb . though as far as I know English-speaking people tend to use “shall” less and less these days, replacing it with “will”. “shall” (or rather “should”) is still used though in cases, when something needs to be done. like the first sentence here: “we should say...”. for me personally “will we go...? ” sounds a bit awkward, and I'd rather use “shall”,but it seems to be not the way the language goes

Or it's better say "Will we go to the cinema tonight"

also “shall we go...?” is more of a proposal: “do you want to go with me...?”,while “will we go...?” is just asking for confirmation: “are we going to go...?”
