no it's not. it's literally "Kirill named/called Mbobo". the author just tells that the character is of mixed race

No, Кирилл is not a surname, obviously; it,s a first name. Probably Мбобо is a nickname then. Or maybe Кирилл is a real name and Мбобо is an adopted one (or vice versa). Need the context to say more accurately.
