Merchandise and means of transport may not be used or disposed of by any person until they have been cleared by the customs authorities in accordance with the established procedures and on the terms and conditions stipulated by this Customs Code.

Никто не вправе пользоваться и распоряжаться товарами и транспортными средствами до их выпуска иначе как в порядке и на условиях, которые предусмотрены настоящим Кодексом.
