To assume a mandate - брать на себя/осуществлять полномочия, исполнять свой мандат.

Да, напрашивается, но как-то в самом тексте этого не видно. Может быть, весь контекст к этому подводит. Короче, полной уверенности у меня нет. И с «assume a mandate» только сейчас столкнулся и погуглил.
