In this case, the verb "попадаться" needs a noun in the accusative case (винительный падеж) ->
на глаза; whereas your suggestion "на глазах" is in the prepositional case (предложный падеж)

"На глазах" would mean there is something actually on your eyes (eyeshadow for example, etc)

"Попадаться на глаза" - just an idiom with the meaning you described in the post. Learn it by heart as it is. There are other more common usage cases like "попадаться где-то" = "встречаться (быть найденным) где-то", like "мне часто попадаются некомпетентные сотрудники"= I often meet incompetent employees"
