Улий, слово "должен" в русском языке зачастую ассоциируется с будущим временем. Например: "сержант говорит новобранцу: Ты должен быть храбрым солдатом. Это значит - что, когда родина-мать потребуют, новобранцу необходимо проявить свою храбрость. то есть, проявить её предстоит в будущем. В данным примере всё тоже самое: необходимо говорить "нет" в будущем, когда того потребуют обстоятельства.

Alex, it’s not DOLZHEN that makes this sound futuristic, it’s IN TIME. Also, BE ABLE TO doesn’t have the same meaning as KNOW HOW TO or LEARN TO.
