What a confusing sentence. So the logic is that he's going to travel from home into the city and make it there by 3pm, but for the return trip home, he'll be running late for something?

I guess he's returning from a trip. So, their assumption is that he'll make it to the city by 3 pm, but he won't make it home by the time he's supposed to.
