While частично quite looks like сrumbs or dribs and drabs (both refer to the amount of information), урывками isn't pretty confusing because it implies the unsystematic character.

Actually, the question is ungrammatical, which I just spotted. A noun can't be followed by adverbials. That would make sense if used like this: информация подаётся урывками и частично.
