I guess you are I have a different concept of sarcasm. The way I see it, anything can be said with sarcasm especially in the spoken language. Maybe I’m not understanding the implication in this example.

I just don’t see any sarcasm here. I think the speaker truly feels bad for those who are so enslaved by their lives and trappings, that they have no time, so to speak.

The problem is that sarcasm is normally expressed by intonation and gestures a lot of times. So it’s hard to detect in any language in the written word.

Aha! And the moment I saw that sentence I for one got the impression that the speaker believes there’s no such thing as нет времени, so they “feel bad” about anyone who may think they don’t have time because they sure are wrong.
