Normally, students don’t use Dictaphone. As far as I know, secretaries, attorneys and translators, use them.  But hey, as long as Google agrees with you! 😉
As far as I know, they normally use voice-recording computer programs during exams in Russia.

A voice recording app would make more sense than a dictaphone. The idea of a student lugging a dictaphone around is actually comical.
lugging around - what does this mean?
Yes, it's unreasonably to expect from every (school) student to have a dictaphone, but it's a very miniature device with much better quality of recording than a smartphone. And you can connect it to a computer and upload the recording to anywhere you want. And it's not very expensive.

Yes, it’s a product name and it refers to a rather big piece of equipment. I think they include it in Amazon descriptions so that they can catch people searching for that name. But what you’re showing me in those links is actually what we call a voice recorder. 
I'm surprised that in the 21st century somebody still searches for this expensive 'big piece of equipment'.
I guess those who value its 'foot control'
