Well, it's confusing as slash normally means "or"
It would make perfect sense to an English speaker:

Well, slash is an international character, not English.
Many English people (and not only English), even well educated, use *incorrectly* dash instead of "and", while its correct meaning is "to". I will never accept this.
I am not sure though that the situation is the same with slash, but my point is that if *some* people use it this way, this reason alone isn't good enough for me.
With regard to incorrect using of dash I mean e.g. "between 8 - 15"
