а вот такой вариант:
"The few fractions of a second make everything/all the difference"?
Может, просто глагол "to make"?
Но я не уверена.😐

хорошо! только лучше "mere" вместо "the few". определенный артикль тут вообще не к месту. "mere fractions of a second make all the difference" - идеальный вариант на мой взгляд.
