This is about seeing you HERE AND NOW - not about the future.

This is not about the future, you can say it at the moment you just met them. When we talk about the future, we say (Я) БУДУ рад встретиться с вами (там-то и там-то.)

When we say «Я рад встретить вас в Москве» (not встретитьСЯ), that means they met by chance, like “Nice meeting you here.”

Встретить (without “ся”) also means to COME to meet them somewhere - at an airport, office etc.
