Вообще говоря, when это не 'под'.
'под' означает процесс, происходящий в то время, когда бой часов продолжается - много ударов или мелодия. Как в "танцевать под музыку"

could be both - "clock" or "bell". However, in Russian language "под бой часов" implies most likely loud old clock or Куранты, therefore using Bell would be more accurate. Clocks usually chime but here we are talking about "бой" which is not chiming. Hence the Bell.
