This means to progressively gain more and more skills/points. What I don’t understand is why they suggest that if you’re winning, you work your way down. Instinctively, everyone wants to stay on top 😉

Physically, WORK YOUR WAY UP would be to slowly and progressively climb something. And WORK YOUR WAY down, to climb down from something.
