the phrase is pretty clear in Russian. It doesn't require anything else to understand. Basically, it's used when someone is wishing something but the speaker will respond with this phrase underlining that your wish/desire is not important or hardly possible. This phrase in Russian also has a bit of diminishing effect. If you said so that means you really don't care what the person wishes/desired.
