Nooro, if the question can be interpreted as WHEN DO YOU PLAN TO... (as in this case), then GOING TO is the correct choice.

This has nothing to do with British or American English. The question posed on this post has no context, so the only assumption to be made is that the asker means “when do you PLAN TO retire?“. Planned events are expressed with GOING TO.

If you look at the link, you posted, underneath it says:
“If you can retire BY CHOICE, the question of “when” comes to mind. Here’s a look at the pros and cons of retirement at three different ages.”

So they used Will here because the interpretation of the question is different: “Given these options, when WOULD YOU LIKE TO retire? -or- WHEN DO YOU THINK YOU MIGHT RETIRE?” It’s tentative, not concrete. The word WILL has the same etymology as the word ВОЛЯ and is used to express a preference, desire, or choice.

To give you another example:

Say you and your wife go to a steakhouse for dinner. In one scenario, the waitress hands you a menu, you open it, look at the options, and say “I WILL have the filet, medium.”

In another scenario, you don’t even open the menu, you just look up at the waitress and say “I’m GOING TO HAVE the filet, medium.”

In the first scenario, you make a choice based on your options; you express your preference.

In the second, you had already decided in the car what you were going to eat, so you arrived at the restaurant with a concrete plan in mind.
