так время же неизвестно,а если из контекста появится конкретное время-будет Past Simple,или здесь не нужно это учитывать?

Как я поняла из неоднократных объяснений Uly Marrero, Past намного более употребляемое время в современном языке, авременем Perfect мы злоупотребляем. То есть, не зная контекста, лучше употребить Past.

Perfect здесь вообще не к месту. Попробуйте придумать пример с Perfect именно с этим словосочетанием "который произошёл".

Игорь, составьте, пожалуйста, предложение грамотно. Замените gonna на то, что вы имели в виду (is going to?) и исправьте порядок слов в предложении согласно английской грамматике именно согласно правилам построения отрицательных предложений).
В таком виде как сейчас, предложение не имеет смысла. Сразу скажу, что даже после того, как вы проделаете всё мной вышеперечисленное, смысла там мало прибавится.

Igor, even now the whole phrase is wrong, like I said. Write it in Russian, please. Also "has NEVER occured" and "has occured" are two different things.

"He's going to be the case which has never occuRRed make into a film" makes absolutely not sense in the English language. Is the the entire sentence, or was there more to it?

Also, the perfect is a PRESENT tense, not a past tense. Therefore, if there's a Russian past form and no context to suggest that it may relate to the present time in some way, then there's no reason to interpret it any differently than the past tense in English.
