Alex, SHOULD really make any sense here. It sounds like a moral question. Also, the syntax is off. If anything, it should be: Should(?) you learn English in your country, or IS IT NOT needed? (Also NEEDED should be NECESSARY, but better OBLIGATORY or REQUIRED
