Past Simple - простая последовательность действий в прошлом. Сначала перевёл, затем отдал.
Если Вам обязательно нужен Past Perfect, то тогда можно так: When I received my dictionaries back, the translation had been completed.
Perfect всегда подразумевает «уже», «already»

Да, Александр прав. В этом случае (когда в предложении есть наречие времени after, before etc.) можно использовать и Past Perfect, и 2хPast Simple:
1. After he had translated all the necessary articles, he gave me the dictionary back.
1. After he translated all the necessary articles he gave me the dictionary back.
