To me, pelmeni is plural. That's why i'd prefer "are dumplings". Pelmeni - всё-таки множ. ч. Почему is a dumpling?

can we say "pelmeni is a dumpling filled with meat" or it's better to say "pelmeni are dumplings...". explain the difference, please. is the first meaning more general???

вроде как блюдо)) можем заменить на it. Pelmeni is a popular main course dish in Russian cuisine. it is similar to the italian dish ravioli because it is a little parcel of meat but instead of a pasta parcel it is made with dough
