WHAT A TWIST is used mostly by kids and it means something like “oh snap!” It’s relatively new and not very popular.
So, "What a twist!" is sarcastic, whereas "Now there's a twist!" isn't at all?

But the meaning of “What a twist” really has nothing to do with twists - it’s more like when somebody says something offensive to you and instead of getting angry, you say “oh snap!” (something like “you got me!”) or you just laugh. It’s really silly and not too popular.
Slavik, don’t learn English from Russians! That guy in the video has a terrible accent and doesn’t really know what that expression means. He’s just repeating something he heard or guessing at the meaning.
