1. Put your hands up.
а. Употребляется, когда учитель просит учеников поднять руки ["UK/British" style].
б. Употребляется, когда полицейский просит поднять руки вверх или музыкант просит поднять руки вверх на концерте ["US" style], т.е командный стиль.
2. Raise your hands
а. Употребляется, когда учитель просит учеников поднять руки ["US" style]
3. Raise your hands up
а. Употребляется, когда надо поднять руки вверх по своей воле, а не в приказном порядке.

То есть, "Put your hands up" - командный стиль, вам говорят что вам делать. "Raise your hands up" - действие, которое совершается по вашей воле ["US" style]. Это уже на ваше усмотрение поднимать их или нет. Смысл этих двух выражений одинаков.
