Oleg, we have the indefinite phrase GOOD AND EVIL referring to these characteristics in a general sense. We also have the definite phrase THE GOOD AND THE EVIL referring to them in a specific situation or attributed to a specific being. so, I think it would be your option 2, with both "the", right?

Does it mean good and bad people? Or good and bad conditions of life?
It means “what’s good and what’s bad”
