To me, дело в том prefaces what the speaker is about to explain; вот в чем дело confirms what someone just said:

B: Вот в чем дело - I don’t want to see her. Дело в том, что еver since she started going out with Matt, I can’t even look at her.

To me, вот в чём дело! sounds more like an exclamation (That's what is all about!¿). In order to preface an explanation or a piece of new information, I'd use дело в том, что or дело вот в чём.

For example, in my snippet, if the sheriff had said “The thing is he escaped,” it would sound nice - like the sheriff was taking the time to EXPLAIN a technicality. But in saying “The point is he escaped,” the sheriff is saying “I don’t care what you say. He’s your son and you’ll do or say anything to defend him. But the reality you seem to be missing/forgetting is that he in fact escaped(!)”

To me, it can't sufficiently reinforce a point. It sounds better if it prefaces something new. However, the intonation along with some particles can help do the job:
Да (всё) дело в том, что он сбежал!
