We normally use the progressive to express an action that’s constant and annoying, so I’d say TO ALWAYS BE GIVING, but if you add the complement OUT it makes it sound like “left and right” — and especially if replace GIVING with HANDING: to always/constantly be giving/HANDING out unsolicited advice.
