According to the dictionaries, "get back at the world" means to seek revenge against *society or the world in general* for perceived wrongs, or to succeed spectacularly after experiencing hardship or failure, while it’s *teachers* who are on the receiving end of the implied retribution from the bureaucrats to me. I don’t think teachers or whoever came up with that sad joke were caring about “the world in general” much.
