Почему Вы перевели как "тратит"(в настрящем), а не "потратил" (в прошлом)?

Фраза "to be wasted on someone" означает тратить время на кого-то, кто тебя недостоин, кто тебя не понимает и т.п.
Обратите внимание: не "waste on someone", а "to be wasted on someone"
Ваше перевод был бы верен, если бы фраза на английском звучала так: "He has wasted his time on you".

Ну, и в широком смысле, это тратить не только время, но и силы, чувства и т.д.

He has really wasted on you -
может, там contracted form oт has?...

Действительно, стяженная форма He's=he has, но здесь это He is=he's. К тому же, waste требует дополнения. Потратил -- что? Здесь этого дополнения нет.

"he's wasted on you" means that everything good that someone has to teach you, or all the help they could give you, is of no value to you because you're not willing to accept it or believe it. For example, a lot of people read books by Tony Robbins to improve their lives. However, if I'm reading one of his books and a friend of mine, who is very skeptical, asks me if he should read it, I'd say "Tony Robbins is wasted on you - you don't believe in self-help books."

Thank you, Galina, to be honest, I've really seen the level of English improve since I came on about two months ago. I'm not saying it was me, but I would love to think that I helped :) I love the Russian language almost as much as I love my own two native languages and I can honestly say that I really appreciate any corrections or comments from natives, and I hope that as a result, my Russian has improved.

Абсолютно согласна, Улий. Когда изучаешь язык, очень важно, чтобы твои ошибки и оплошности вовремя исправляли. Иначе привыкаешь говорить неправильно, а потом это уже трудно изменить. Я не знаю, каким был твой русский до прихода на этот сайт, но то, что я вижу сейчас, говорит, что ты над ним действительно много работаешь. И общение на сайте, думаю, тебе тоже помогает.
