Aleh, the second part is actually a question: (Are you) finding...?

If the question mark is supposed to be here, both of them taken as a whole don't make sense. Unless they were said by two separate communicating persons, there's no logic here. But, if the question mark was put by mistake, then the whole thing makes sense even though it is not grammatically correct.

The question mark is intended. Sometimes we make this type of question in which we leave off the words DO YOU -or- ARE YOU -or- HAVE YOU. In this case it's ARE YOU finding...?

Yes. A lot of websites have FAQ (frequently asked questions). The first question here is probably the title "question", and the second is the rhetorical beginning of the answer.

I don't agree with you. It doesn't look like a part of FAQ to me. I wish we could get the source. I'll change the question, so you'd be able to see why I think I'm right.
