I'm not sure I understand what you mean. "stop to think" is also temporary in nature - it means that you put everything aside for a moment and consider all the implications of something. As far as I understand, stop to think in English means stop to think about all your endless needs, wishes and problems, put aside all that thinking, and shift to considering (also thinking) a particular issue you have to solve anyway.

It's not stop in the sense of "перестать", it's in the sense of "остонавиться". In other words, "take a moment" to give thought to something relevant. "When I was young, I was out every night, not eating well, drinking too much and I never stopped to think that one day my body would have to pay the price." ...я ни разу не задумался...

It's not really stopping doing something, it's literally taking a moment to think. But this phrase has become an idiom in English, so the entire phrase is taken at face value without really applying any of the usual meanings to "stop."
