Верно, вопрос с who - это всегда вопрос к ПОДЛЕЖАЩЕМУ. В таком типе вопросов вспомогательные глаголы не используются.

DID is used if the person initially accused of breaking the cup turned out to be innocent: If Tatiana didn’t break the cup then who DID break the cup?
