Действительно , прочитал статью на эту тему - речь о личной встрече. Только и тут не совсем так , идёт отдельное пояснение , что подразумевается не то , что человек забыл имя , а замялся на секунду , пытаясь вспомнить. То есть использовать можно тогда когда вы всё-таки имя-то вспомнили ) Интернет словарики не дают полного определения , некоторые вообще просто говорят о забывчивости.
